Welcome to the Statewide Adoption and Permanency Network (SWAN)

The primary goal of SWAN is to establish permanency for children whom enter the adoption system.   The purpose of this web site is to facilitate the collaboration of Diakon/Voce with county and affiliate agencies for the management and performance of all referrals, services and information related to adoptions in the Commonwealth of Pennsylvania.
